Roast cumin and black pepper in a non stick pan on the gas for a few minutes, without burning. Grind it after it cools. (keep it a little coarse.) Keep it aside.
Put oil in a cooker. Once the oil is warm, add ginger garlic paste and stir for 1 min. Add the mutton and stir fry until aromatic. Add tomatoes, green chillies, roasted cumin and black pepper powder, salt.
Put two whistles in the cooker (don’t add any water). Don’t worry if the meat is not yet tender. There will be a lot of water. Put the cooker on high flame without the cover and let the extra water dry until oil separates.
Now add the ghee/butter and stir for a minute. The dish is ready to be relished with naan or rice.
